Service Coordination Self Paced Training Module (SPTM)

Effective Change and Dogsbody Publishing were engaged by DHS to develop the Service Coordination Self Paced Training Module (SPTM). The Service Coordination SPTM was designed to complement existing induction and orientation training programs, and for use by learners from agencies and programs which:
- have fully implemented Service Coordination,
- are in the process of implementing Service Coordination, or
- are in the early stages of scoping Service Coordination and associated change processes.

The objectives and content of the Service Coordination SPTM aim to provide learners with:
- An understanding of the policy context, objectives, principles and practical approaches of Service Coordination in Victoria.
- An awareness of how Service Coordination enhances services’ capacity to respond to consumers’ and carers’ needs.
- An understanding of the benefits of Service Coordination.
- An overview of the elements of Service Coordination including Initial Contact, Initial Needs Identification, Assessment, and Care Planning.
- An overview of how Referral fits within Service Coordination.
- An understanding of the resources available to support Service Coordination including the Service Coordination Tool Templates and Guidelines.
- A general understanding of Practices, Processes, Protocols and Systems (PPPS) and their role in guiding agency practice.

Australia Council
Evaluation of the Implementation of the Arts in a Multicultural Australia Policy

Effective Change conducted an evaluation of the implementation of the Arts in a Multicultural Australia policy. The project involved a review of relevant literature, collection of internal program monitoring data, qualitative interviews with key stakeholders, both within the Australia Council and nationally. A report was prepared on the evaluation and presented to the Australia Council.

Department of Human Services, Juvenile Justice
Group Conferencing Program – Evaluation

Effective Change were engaged to complete an Evaluation of the Juvenile Justice Group Conferencing Program. The Evaluation was conducted in two stages – the first evaluating data six months after the young person had been referred to the Group Conferencing Program and the second evaluating data at the twelve month point.

The objectives of the project were to provide answers to the following questions:
- Does the Group Conferencing program divert young people away from supervisory court orders and from further penetrating the criminal justice system?
- Does the Group Conferencing program reduce the frequency and seriousness of re-offending?
- Have the service providers been able to meet the established key performance indicators?
- Are there ways to improve the outcomes of the Group Conferencing program, including, but not restricted to consideration of: (a) the target criteria for young people eligible for a Group Conference, (b) the key performance indicators, (c) the program design.

Department of Human Services & Municipal Association of Victoria
Provision of a Professional Development Needs Analysis for the Maternal & Child Health Service

Effective Change has been engaged to develop a Professional Development Needs Analysis for the Maternal & Child Health Service operating across Victoria. The objectives of the project are to:
- identify the professional development needs of the MCHS workforce,
- to prioritise the primary areas for professional development across the service for the next three years, and
- to determine the most effective models of professional development for the workforce and the objectives of the service.

Effective Change will design a survey; develop a communication strategy across the state; analyse the survey data and identify the priorities for, and the most appropriate models of professional development for the 2004/07 period.

Office of Aboriginal and Torres Strait Islander Health (OATSIH)
Review of Indigenous Health Service in the Yarra Valley

Effective Change recently completed a Review of Indigenous Health Services in the Yarra Valley. The project involves four key activities:
- An examination of the health needs of the community.
- An assessment of the effectiveness of current Indigenous Health programs in meeting the needs of the community.
- Identifying options and strategies for optimal service delivery to the Indigenous community of Healesville and surrounding areas.
- Identifying an appropriate auspice agency for Indigenous Health Programs in the Yarra Ranges.

ORYGEN Youth Health
Policies & Procedures Development
Effective Change is currently working with ORYGEN Youth Health to develop a comprehensive set of Policies and Procedures. The Policies and Procedures will cover the following areas: Organisational Management; Human Resource Management, Safe Practice, Information and Records Management; Research Practice and Translation and Promotion.
South East Alcohol and Drug Service (SEADS)
Facilitation of Policy & Procedure Manual
Effective Change is working with SEADS to develop a policy and procedure manual for the organisation, with flexibility to suit the needs of the range of programs delivered by the organisation. Effective Change has facilitated group of staff working on topics of interest to develop draft policies, which have then been refined by the Project Manager and Effective Change and finalised for publication.
VicHealth
Community Arts Participation Scheme (CAPS) Evaluation 2003
Effective Change is conducting an evaluation of the Community Arts Participation Scheme for VicHealth. The evaluation aims to build on the learnings of the previous evaluation and to investigate issues of sustainability and partnerships in greater depth. The evaluation is being conducted over a two year time frame and its recommendations will contribute to improving the scheme.
